Mr Andrew Jaggers PSM

Mr Andrew Jaggers PSM commenced as Managing Director at DHA on February 4, 2025. Prior to this appointment, he served as the Deputy Secretary of Business Enabling Services at the Department of Finance, following a six-year tenure as the Deputy Secretary of the Commercial Group.

Mr. Jaggers has a proven track record in delivering significant property projects and was awarded a Public Service Medal (PSM) in 2023 for his work supporting the Australian Government response to the COVID-19 pandemic.

Key responsibilities

• Operational affairs in accordance with the DHA Act and policies or directions of the Board.
• Strategic direction and achievement against the Corporate Plan.
• Compliance oversight with the PGPA Act, Public Service Act and other relevant legislation.
• Key stakeholder relationship management with Shareholder Ministers, departmental Secretaries and the Chief of the Defence Force.
• Leadership and oversight of organisational structure, staff and performance.

Mr Brett Jorgensen

Mr. Jorgensen began his tenure at DHA in August 2008 as the National Manager of Governance. Subsequently, he assumed the role of General Manager of Property and Tenancy Services in May 2012, followed by his appointment as General Manager of the Property Provisioning Group in August 2018. In February 2020, he was designated as the General Manager of Service Delivery. Prior to his joining DHA, Mr. Jorgensen held several positions within the Department of Defence as a civilian and served as a member of the Royal Australian Air Force.

• Service operations including property management services, contact centre operations, maintenance and leasing activity.

Mr Paul Groenewegen

Mr Groenewegen joined the DHA executive in August 2018, initially as interim CFO before being permanently appointed to the position in September 2019. He is an experienced executive and consultant with a background in governance practice; strategy development and implementation; fiscal management; compliance and risk activities; and government operations involving regulation and policy. His previous roles include governance and review work with government and industry organisations, executive roles with prudential regulators and several financial management roles involving a range of functions from the oversight of whole of government payments through to the financial management of complex multi-program organisations.

Ms Lisa Barlin
Acting General Manager, People and Compliance

Ms Barlin joined DHA in September 2019 as Chief General Counsel and currently serves as Acting General Manager, People and Compliance. Prior to her time at DHA, she was a partner at law firms specialising in commercial litigation and government law. In addition to her legal career, Ms Barlin has spent the past 15 years serving as a director on several not-for-profit boards, representing sectors such as education, health and safety, screen, and sports.
